I'd say employees should definitely have some input when companies make rules. The main reason is they understand the daily workflow best - what actually works versus what just looks good on paper. At my design firm in Shanghai, management once introduced a strict time-tracking system without consulting us, and it completely disrupted our creative process. We had to constantly stop mid-task to log hours, which broke our focus. That said, there needs to be balance - final decisions should still come from leadership who see the bigger picture. But when employees help shape policies, the rules tend to be more practical and get better buy-in from staff.
