Well, I think some city problems can be improved with better urban planning, but they'll never be completely solved because cities keep growing. The government should focus on smarter public transport solutions - like in Shanghai where they're expanding the metro system while also improving bus routes. For example, near my workplace in Pudong, they recently added dedicated bus lanes which has cut my commute time significantly during rush hour. Of course, even with these improvements, there's always going to be some congestion when millions of people live close together. The key is finding ways to manage it better rather than expecting it to disappear completely.
