Personally, I feel governments should focus on setting noise limits in residential areas, especially during nighttime. The main reason is that loud noises can severely disturb sleep, which impacts people's health and productivity. For example, in Shanghai, there's construction near my apartment that often continues late into the evening, and it's really disruptive. Setting stricter regulations for quiet hours would make a big difference. At the same time, I understand that construction is necessary for development, so there needs to be a balance-perhaps limiting loud activities to daytime or weekends. That way, residents can rest, and progress isn't completely halted.
