In Shanghai where I live, motorbikes are actually banned in the city center, so you mainly see electric bikes everywhere - they're everywhere during rush hour! The main reason is convenience - with all the traffic jams, two wheels get you through much faster than cars. For example, my colleague commutes from Pudong to our office in Jing'an, and her e-bike takes half the time of the subway. That said, bicycles are less common now compared to when I was growing up in Hangzhou - back then, the city had those wide bike lanes by West Lake that made cycling really pleasant. These days in Shanghai, unless you're using a shared bike for short trips, most people find e-bikes more practical for daily commutes.
