What should the priorities be for improving society?

Personally, I feel education and awareness should be the priority because rules alone don't create lasting change. In Shanghai, for instance, we have strict recycling rules, but many people still mix their trash simply because they don't understand the environmental impact. My high school math teacher, Mr. Wang, always said knowledge sticks when people see the 'why' behind things. That's why public campaigns showing how recycling reduces landfill waste work better than fines-they give people a reason to care. Of course, rules help in the short term, but real progress happens when communities internalize the values.
