The main reason is that many individuals simply can't afford private consultations, which means they might make poor decisions about finances, health or careers. For example, in Shanghai where I live, I've seen young graduates struggle with job hunting because they don't know how to present their skills properly - a simple career counseling session could make a huge difference. That said, the government would need to ensure these services are actually useful and not just superficial advice.
