Even within China, local governments sometimes adapt national laws to fit regional needs - like how Hangzhou implemented stricter environmental policies than other cities. That said, we might see more international agreements on specific issues like climate change, where shared interests outweigh differences. But complete legal uniformity? That would ignore how laws grow from a society's unique history and priorities.
